In deregulated markets (Texas, Ohio, PA, NJ, MD, IL, NY, and 10+ others), your electricity supply rate is negotiable — the utility still delivers power and handles outages. The playbook desks use to save 10–30%/month:
1. The fixed-rate timing window
Best months to lock: March–April and September–October (shoulder seasons).
Why: wholesale power prices dip when heating/cooling demand is lowest. Retail providers pass through lower wholesale costs + thinner margins to win contracts before summer/winter peaks.
| Lock timing | Typical rate vs. peak summer | Risk |
|---|---|---|
| March–April | 10–15% below July peak | Low — locks before summer |
| May–June | 5–10% below peak | Medium — summer pricing baking in |
| Sept–Oct | 10–15% below Jan peak | Low — locks before winter |
| Nov–Dec | 5–10% below peak | Medium — winter pricing baking in |
| Jan–Feb | At or above peak | High — you’re buying at the top |
Term length: 12-month fixed is the sweet spot. 24–36 month locks carry “premium for certainty” — you pay for the provider’s hedge cost. 3–6 month teaser rates often roll to variable at 2x the fixed rate.
2. The retention-desk play (don’t switch — threaten to)
Your incumbent provider has a retention desk with authority to cut your rate 10–25% without you switching. They’d rather keep you at a margin than lose you to a competitor.
The script that works
“I’m looking at [Competitor X] at [Y]¢/kWh for 12 months. My current rate is [Z]¢. I’d rather stay — what can your retention team do?”
Key leverage points:
- Competitor quote in hand (screenshot or PDF)
- On-time payment history (12+ months clean)
- Auto-pay enrollment (lowers their servicing cost)
- Usage profile (high usage = more valuable customer)
Real 2026 retention outcomes (Texas, Oncor territory)
| Original rate | Competitor quote | Retention counter | Savings |
|---|---|---|---|
| 14.2¢ | 10.9¢ (12-mo fixed) | 11.4¢ (12-mo fixed) | 20% |
| 16.8¢ | 12.5¢ (24-mo fixed) | 13.2¢ (12-mo fixed) | 21% |
| 11.5¢ | 9.8¢ (12-mo fixed) | 10.1¢ (12-mo fixed) | 12% |
Pro tip: Call 60–90 days before contract expiry. That’s when retention authority is highest. Day-of-expiry calls get script-reading reps with no discretion.
3. Government aggregation (Ohio, IL, NJ, MA, RI, CA)
Many municipalities negotiate community choice aggregation (CCA) rates — often 5–15% below individual retail. You’re auto-enrolled unless you opt out.
Check your bill: if you see “Generation Service: [City Name] Aggregation,” you’re already in it. If not, check your city/county website — opt-in is usually free and instant.
4. LIHEAP + state assistance stacking
LIHEAP (federal) + state percentage-of-income plans (PIPP) + utility hardship funds can stack for eligible households.
| Program | Typical benefit | Stackable? |
|---|---|---|
| LIHEAP (heating/cooling) | $300–$1,500/year | Yes |
| PIPP (OH, IL, PA, NJ, etc.) | Cap bill at 6–10% income | Yes — applies after LIHEAP |
| Utility hardship fund | $200–$500 one-time | Yes — last resort |
| Weatherization (WAP) | Free insulation/upgrades | Yes — permanent reduction |
Eligibility: typically ≤150% FPL (≈$45k family of 4) for LIHEAP; ≤175% FPL for PIPP. Many working families qualify and don’t know it.
5. The desk workflow (what we do for you)
- Pull your 12-month usage (kWh, peak/off-peak, demand charges if commercial)
- Query live REP rates across 70+ providers in your utility territory
- Run retention simulation — model incumbent counter-offer vs. best switch
- File LIHEAP/PIPP if eligible (we handle paperwork)
- Execute — switch or retain, with contract review for early-termination fees, auto-renewal traps, and bill-credit gimmicks
Typical outcome: 10–30% off supply charge, first month. No service interruption — same utility, same meter, same outage response.

Retention discounts follow a script - our utility bill service uses it every day, the retention-desk guide walks through the exact call, and our subscriptions and insurance service runs the same play on gyms and renewals.
